Try a Bayesian filter - it learns what's spam and not spam - after training, it gets pretty high accuracy rates.

You could also try a challenge-response service. Very effective.

The best way to stop spam would be with encryption-based digital signatures, so you know where your email is coming from, and that it's legit.

I agree - I doubt all this lawmaking is doing much - a lot of spam is coming from overseas anyways.
