Before some fool says to just delete the spam, please include your address with that comment. I'll gladly forward you the 200+ messages per day my system gets. Am I supposed to usmail 200 people asking them to stop sending me stuff? the CANSPAM act is a permission to spam, not a restriction of spam.
Penalties for spamming are really not needed. There are already existing crimes for taking over a person's computer, especially by virus, and using it to send out spam. There are laws against fraud. There are laws against selling cable TV descramblers.
