Actually, that is not true. If the program has no GPLed code in it, then is can be fully developed for Linux, but be fully proprietary software. Nothing prohibits it.

If it does contain someone elses code that is GPLed, then it must be contributed back to the community, but that is just the licensing fee for using the code. Some you pay in $, some are paid in code contributions.

There are many in the Linux community that choose not to make money from their software development. They make their money supporting it, or in other ways. That is their choice though. Wouldn't want to take that away from them (in America at least).
