I can agree with you on all your points! that doesn't usually happen in these posts as someone usually says something completely wrong just to attempt to futher an agenda or grind an axe.

I am not saying the certificate is a bad idea, I believe it is a good one, even though it will cost money. Currently companies pay for a certifiacte that doesn't necissarily work, so why not pay for one that does (for a while at least).

But before this can happen it will have to be made availble to All companies, so as to not hurt small businesses. How this can be done securely and fairly I do not know, but that is not for me to figure out, I just know that it should be fair to all businesses. If you run a bad business, the certificate should be able to be revoked, or a warning attached. if you run a good one the bar should be green.
