Fair enough, but it's a flaw with my language...: ... not the solution.

And I freely admit it's not a total solution. But still, I see no one talking about it.

We do similar things with cigarettes and alcohol -- e.g., here in NY, underage drinking was only really reduced after heavy fines began to be levied against bars that served people under 21.
