Fair enough, but it's a flaw with my language...
... not the solution.

And I freely admit it's not a total solution. But still, I see no one talking about it.

We do similar things with cigarettes and alcohol -- e.g., here in NY, underage drinking was only really reduced after heavy fines began to be levied against bars that served people under 21.

(BTW, there are problems with that analogy too, but I'd rather encourage discussion by leaving them for someone else to point out.)
