How many of those users are P2P users?
The majority of the serious hijacking problems I've seen have come from systems that had P2P software installed. Did you get that junk off of their system when you fixed it only to have them re-install it later? (I have)

I agree with you that IE being an ActiveX/COM object is a problem. It can also be a great help, for example, we integrate our web app with our desktop app using this feature. Unfortunately, the risks of it are now outweighing the value of it.
