not so easy...
People do it today. It's called "whitelisting". It's not pervasive because of a couple of factors, the aforementioned example of not receiving emails and wanting them at any cost being one. Another is probably simple apathy, it requires effort and everybody wants somebody else to do the heavy lifting to solve the problem. Plus it's not free, again most people are content to let somebody else pay for the solution. Last, and biggest, is simple: what you mean "we" ?

In other words, who can impose such a solution? It's impossible to impose something on all the Internet. Too big and diverse. Best bets are to try to establish enclaves that work well, if they're good enough and catch on the rest of the world either signs up or copies.

But think about it, if it were easy wouldn't Compuserv or AOL be doing it as part of their value-add for their customers? Why aren't they? Cuz it ain't as easy to do as it is to say!
