McAfee: Watch out for 'island-hopping' spam

not so fast..: Who would fine them. i.e. define "we". Who would collect the money, and what would be done with it?

A better solution would be to simply block an unregistered domain/ISP. But even that will have it's problems at first. Like when the President of the company is not recieveing emails that he urgently needs and says "get me those emails, I don't care how". Or when your EDI provider is not registered and business grinds to a halt.
