Users are restricted from modified the core system files in Windows, too
"Limited user" accounts (known simply as "Users" on all NT versions prior to XP) have read-only access to all core system files (those in C:\Windows) and everything located in C:\Program Files.

So I guess for Windows it "depends on the user account in question", to phase it the way you did. A properly-configured machine will have people running as limited users, such that the worst option is account compromise.
