There has been plenty of time.
While no piece of software is perfect (well, maybe there is perfect software, depending on whom you ask), the fact of the matter is that after roughly five years of waiting, there should have been more to show for it. A five-year update on any software should have had a slew of revolutionary, industry-leading features.

Instead, IE users are now treated to an update that, for all of its much-lauded security fixes over IE 6, is still playing catch-up in the features department. If the best they can boast is tabbed browsing and integrate search (which by all accounts are still executed better in Firefox, although I haven't tried IE7), then I'm not sold. To be completely fair though, I don't honestly see any software living up to its hype/expectations after being stuck in development for this long.

As for security, I still suggest that everyone go and download a 3rd-party browser. I don't care if it's Firefox, Opera, or anything else. The simple fact of the matter is that, as long as IE is integrated into the functionality of the operating system (as opposed to floating on top of the OS like most programs), it will represent a security risk to which no computer should be exposed.
