Punishments need to fit the crime
Unfortunately, half the problem comes from the fact that current laws do very little to match the insidious nature of the crime. If we want to see this problem pulled into line, then we need to start seeing some serious jail terms handed down (personally I think a couple of Life sentences wouldn't be going too far!)

Three things need to happen:

Malware, viruses and hacking in general is a global problem, and thus need to be tackled at that level. Give the International Courts jurisdiction so that there is literally NOWHERE for the fu#kers to hide. So long as each country (and often each state again) is left to deal with things in it's own way, there are always going to be loopholes and hiding places for this sort of scum.

*Until we see sentences of 10yrs or more set as the very minimum a person can receive, the incentive will continue to remain.

*There need to a aggressive and highly public hunting of these F*CKERS. Do it half-heartedly and all you'll be doing is throwing down a challenge. It needs to be done to the extent these a##holes are too scared to even turn a computer on

Just my opinion, but I doubt I am alone on this one happy
