Here's why
Microsoft created One Care, which has access to the kernel. One Care is in direct competition with other, existing security utilities available on the market, which - under earlier versions of the OS - have had access to the kernel, but no longer.

By closing the kernel to all security utilities except their newly created one, they're leveraging entry into a new market.

Because Microsoft has such a huge monopoly in the software business (not just the OS business), it becomes an antitrust issue if they use that monopoly to launch a new product with advantages that they don't allow the existing competition to use.

Because of all this, it has nothing to do with any security issue. If Microsoft had created this type of kernel security years ago, before they were such a monopoly, it wouldn't be an issue right now. Nor would it be an issue if One Care had no access to the kernel.

Today, under these circumstances, it IS an issue.
