A Chicken Bully

Is Microsoft a bully and chicken too?
Do they back down when they see the odds against them?
Or did they anticipate the opposition and announce "locking down the kernal" for the publicity and so they could later say, "we could have secured the kernal, but we left it open for the competition", trying to create the hype of being the "good guys".
QUESTION: If they can lock down the kernal, why didn't they do it a long time ago so users wouldn't have to pay for external apps to secure it?
