I think you will find that
The "highest value" targets often are not that big (or "popular"). With your background you should realize that temptation combined with high value are intensely motivating factors.

Even in its minority status Linux patches are produced with the same level of quality if not higher than Microsoft, and they are produced far more quickly.

Now consider the ability of Microsoft in terms of the money and people (it can buy the best and brightest) to identify and patch. It does no better than Linux on any given day.

Note that your popularity argument can also work in reverse. If Linux was more popular, then a much higher priority to patching would in all likleyhood exist. So, as it is "equal" in terms of patching now, it would be logical to conclude that the rate of flaw detection would increase with increased popularity as you would also have highly resourced companies to be added to the "patch crews".
