e-mail...not internet surfing
I think the article is specifically talking about e-mails with viruses hidden. You can't blame an end user when an e-mail that looks 100% legitimate on their end contains a viral payload.

However, teaching employees to detect fake e-mails would definately help, but most companies don't want to spend the money to do that and most employees don't really care because their paycheck is so low and corporate America has so little loyalty to their employees that their "career" is nothing more than a "job"
