Not their only problem
The Norton AV 2003 has some horrible install issues. Symantec is one of the few AV companies that lock-down their signatures so you have to subscribe so it is ironic that they chose a market-share suicide approach like this. Just 'cuz M$ gets away with it doesn't mean anyone else can. Even M$ lost some loyal customers over PA glitches (me for one).
I've been quite happy with Symantec products over the years, in spite of the install/run bug that no one there has figured out how to correct.
Since now they have this new PA glitch and haven't even tried to correct some of the earlier bugs, I too will be changing AV software before the current subscription expires...even if they resolve it.
I always pay for the software I use but that doesn't make me a big fan of the inconvenience of greed-based PA.
To any company that wants to pursue PA: If you want to stop piracy...please find a less intrusive way to do so. Put a honeypot on your signature server or something and hunt them down. Don't claim it protects your existing customers. This is NOT in the best interests of your customers who are discontinuing business relationships with software providers who chose to deploy it in droves for this reason.
