How about adding enforcement into the mix? I can't speak towards the State Department, but I can tell you that in my own corner of the government, you can be audited for security threats, but we do so in an advisory role - after we provide the report to those requesting it... we step away and go about our business. Who is enforcing these security standards? Who makes sure it gets done? If you aren't forcing them to implement decent security and you don't have anyone held accountable until something DOES happen, you've got bigger problems.
