The difference is...
People ignore the "tours" because people know how to point and click, and people will experiment with program features that they are interested in, and will ignore the features they aren't interested in. They don't HAVE to use the tours, because to the average user they are useless.

Security is something completely foreign to most users. They can't ignore it now, because MS (rightly so) is making them pay attention. So people will be much more likely to pay attention to the tour now when it will actually be giving them some useful information.
