Wiretaps require court orders
To wiretap any communications in the US, the law enforcement agencies are required to obtain a warrant authorizing the tap. In order to get that warrant, the law enforcement agency must show probable cause to the judge. Failure to follow such procedures would make information obtained during the wiretap inadmissable in court.

Your phone service has been subject to this kind of intrusion forever, why would you expect internet communications to be any different. No one is assuming anyone is a criminal. The government is not asking to be able to monitor ALL communications simultaneously, just the specific cases for which they have warrants. Why is this any more problematic that simple phone line tapping which has been practiced for decades?
