You're right. U.S. businesses and government organizations experience many of their security breaches because employees/contractors/whoever are simply careless about the information in their hands.
Still, something has to be done.
If fraudsters are so smart that they can keep getting personal information on thousands of individuals at a time, why aren't institutions hiring equally brilliant security employees? I also realize that lack of proper policy and employee education is partially at fault... but something needs to be done to find a solution to this epidemic. Identity theft is a likely result, and it is no small matter.
