No, the truly sad thing is...
... they are probably right. After all, we here in the good old USA just leave private information on laptops lying around, or allow AOL employees to sell their membership rolls to spammers, etc.

So, yeah, they probably do try to control dishonesty and theft in their industry - how hard does the US try? Hell, our banks just write off fraudulent activity unless it rises to a level where they "think" it could impact their bottom line.
