Let's dream a little and say that they manage to move most of their traffic onto their own private network. It'd have to be private just to maintain some kind of stability. Can't allow miscellaneous internet traffic to compete with it.
Ok fine, but they still have to have a way of connecting to the residence/business. If they lay fiber everywhere, that's a major investment. The maintenance would be less than traditional phone lines, but it's either that or run it through the cable -- or DSL.
