SBC may set aside a portion of their internet pipes for the purpose of alleviating market strain on their existing phone line maintenance costs, but I don't believe they will ever abandon the existing phone line infrastructure to any significant degree.

Someone probaly said the dsame thing about operator assisted calls with the invention of the direct dial switches.

There are three drivers for the telco to retire the old technology. First, it is voice oriented and their traffic is increasingly IP, its inefficient to move IP over voice infrastructure and its efficient to move Voice over IP using VoIP. Second, the FCC said they telco does not need to unbundle its service and sell pieces of its network at wholesale if it moves to fiber - the copper stuff must be shared, glass can be marketed how ever they want so expect to see all the existing stuff retired over the next ten years or so. Third, it is cheeper to install, maintain, and operate the IP stuff than it is the old stuff.

It is so musch cheeper to retire the old stuff, lock stock and barrel than to force the new stuff into the legacy architecture that it is a no brainer for them to migrate. Now that the FCC says they don't have to share their networks if they move to fiber its a done deal ... every RBOC is in the process of moving over to VoIP already.
