Well for one thing, Vonage is only accessible through a broadband modem. Existing telcos hook right up to the phone lines.
SBC and the other telcos either own their own lines and/or lease lines from competing telcos. The scalability is there and it's really solid. There is no such scalability guarantee with regards to the internet (a.k.a. public VOIP network).
SBC may set aside a portion of their internet pipes for the purpose of alleviating market strain on their existing phone line maintenance costs, but I don't believe they will ever abandon the existing phone line infrastructure to any significant degree.
