Costs are dependant on more than the software
The help desk spends more time on virus infections than it does answering productivity questions. Just the TCO difference in our office would be staggering, now multiply that by millions. *shudder*

The cost of this worm for deparments who are unprepared, or have incompetent staff might be high, but our deparment squashed this worm in 2 hours. Granted it was our fault for not deploying patches to desktop systems in the first place, but we were able to write our own little blaster removal tool and deploy it so that a simple reboot would clease and patch each machine. I do know of an intitution who's entire network was infected for two weeks while they ran around with CD's to each computer, but that was their fault.

That means if you had to reinstall Windows you couldn't even connect to MS to update to the latest patches without getting infected.

Actually you can. With WinXP, you just enable the XP Firewall before plugging your NIC. In the case of Win2k, you can do do a simple IPSEC policy or use packet filtering on your connection - something the average user won't have a clue about.

Nevertheless I get your point - read my post above 'millions still infected' - XP comes with the firewall OFF by default (Good job Microsoft!), and what you described happened to me.
