It has everything to do with it...
Word in that case is calling APIs that are embedded in system DLLs...as opposed to having a browser that registers its functionality with the OS, and can then be called/embedded in other documents. MS has not generalized such a pluggable interface such that these browser functions can be external to system files and can be implemented other than IE. If that were done, any vulnerability would be limited to the implementing application, which would not have kernel privileges. It would also mean that other browsers could be plugged in, thereby enabling a user to get rid of a buggy/vulnerable implementation and plugging in a better one...which is exactly what MS is afraid of.
