Only in certain cases
Email does belong to the company, but you can find out who an employee is sending email to without bugging the recipient. Plus, HP was sending bait emails from a fake account to see who the reporter was forwarding the email to. That is violating the reporters rights as HP doesn't have legal standing with regards to the email once they've sent it under false pretense.

Lastly, if Mr. Keyworth was using his home or other email to converse with the reporter then that's his email not HP's, eventhough he was leaking information. It seems this would be the case because they would have had email records on the HP servers of Mr. Keyworths emails, hence no need to bug an outside source.

What Mr. Keyworth di in leaking information was wrong, but what HP did was far worse.
