I'm not sure I understand the meaning of your message.

Anyone can refuse mail, whether physical or email when a confirmation of delivery is requested.

Is your point that that is all one should receive as the sender? That is was undeliverable? No monitoring?

I know for a fact that it is a violation of federal law for any regular employee within the US Postal Service to intercept or observe the content of specific types of mail, i.e., First Class, Priority Mail, Express Mail. However, the US Postal Inspection Service, the criminal investigative arm of the US Postal Service, CAN open First Class, Priority Mail, and Express Mail during an investigation. US Customs can do the same with incoming or outgoing international mail. Both US Customs and the US Postal Inspection Service are investigative organizations that have the full authority of a law enforcement agency.

Perhaps corporations have a need for a similar organization that can do an internal investigation with the authority of a law enforcement agency. Seems to me that if they are not permitted to police themselves in a manner that local and federal police can do, such as strings, then perhaps Congress should create an organization that can help corporations do just that but legally. happy
