Interesting, BUT...
When tracking is employed in U. S. Postal mail, for a fee, the sender has the option of determining that the message was delivered, or when and to whom the message was delivered. The recipient has the option of telling the message deliverer "No Thanks, just return it."

Congress should make the same options available on email with incarceration penalties for those who do not provide this information and capability to the recipient before delivery of the email.

Refusal of the message should result in the message being returned as "undeliverable" with no more information than that.
