Who said MS didn't know there was a problem?
The MSRC blog entry about the VML issue (http://blogs.technet.com/msrc/archive/2006/09/19/457560.aspx) states "We?ve actually been working on an update that addresses this vulnerability" -- in other words, they were already aware of the problem and had a fix in the works, before the exploit was made public.

I'd say more of the "stupidity" lies now with the programmers, but in the testing and release process. Though, as we've seen with the most recent IE patch(es), testing is critical to ensure that the patch doesn't introduce more problems.
