MS's attempts to controll user choice is the problem
MS could design the OS to run only apps with the proper credentials plain and simple. But, then a portion of the user base would refuse to grant MS the right to "own" the machine. So, now the OS is no longer a platform to distribute future applications and functionalities they need pushed into the field.

So, rather than close holes, MS designs higher performance holes into the platform. Ever heard of .NET assemblies and automagic distribution as the end of DLL hell? Maybe its just the start of full features viruses which are completly automated ...
