(1) All UNIX or the like OSs have a WELL defined domains of responsibility approach:

kernel<=> system services for ALL,

user <=> invokes kernel for system services and implements application logic


(2) There are well defined privilleges that each have: kernel usually runs with the highest privilleges, while user has much more restricted privilleges.

System services are requested by the apps and the kernel does not honor them unless the requestor has the proper privilleges.
