I doubt they will bait and switch
This decision seems to be more about ensuring Vista will be able to operate using web services. Open Source is large on the web and the simple fact is if the Windows web services can't interoperate with machines running Apache on Linux (for example), then a different method of communication will be used instead of MS's method. In the case of communication standards, more open = more adoption.
