Spamming is like junk mail. It is the ability of all of us to tell people what we think, what we want them to know, and what we want them to buy or do.
Spam blockers are like trash cans that hit the post office before your house. Kind of interferes with the delivery process.
But, considering that the cost to send an email is virtually free, some protections needed to be installed under the law in order for us to have a free flowing delivery system - (otherwise spam would plug up our email and our networks)

However, the best defense is a good offense and using spam blocking companies is a free choice system, like our freedom of speach.

To say that you want to start charging advertisers for the spam they send is absurd. That would be like backcharging junk-mailers for the mail sent to your house.
Freedom of speech (and therefore of advertising) is an important part of our way of life. it is important that we don't infringe upon it for convieniece sake.

But you are also free to block whatever email you wish, just like throwing away junk mail without reading it.

The other thing you stated was to charge advertisers $100 per incident - how do you define incident. is that for every email that was sent per advertisement, or just once for every blanket email? Or is it just for the times that someone gets upset with the email recieved?

Or is it for browser hijacks, perhaps pop-ups, perhaps just the offensive ones.

And then who pays for every legitimate email that gets blocked. Would that be the sender, the spamblocker service, or the reciever?

Be carefull when you threaten free speech. Even your own email may get blocked.
