First of all, quality and commercial content are becoming mutually exclusive words, but let's skip that.
Perhaps you mean no LEGAL downloads? Because there isn't any DRM protected material in existence that isn't freely available in a non-DRM download version.
So legal is the sticking point. Some kids will never care about legality. Many paying users do, but many are just not going to accept the DRM terms offered. These people take a few paths: boycott (or just lose interest), seek hacks to remove DRM, or seek out non-DRM alternatives regardless of the legality of the source.
The industry can fight these customers or come to terms with them. Since they are willing to be paying customers if the DRM terms are less restrictive (there is no need to restrict paying users from using their purchased content... unless you're purely concerned with maximizing revenue through repeat purchases) it would probably be in the best interest of the industry to revisit the concept and revise their strategy, or face obsolescence.
Obviously they disagree, but the availability of non DRM content in the free web indicates they're not having a lot of success thus far.
