They have always had a way to allow incoming traffic, but they don't include a predefined windows networking packet filter (135,...?). you are right, by default they don't allow networking with the default firewall configuration. I doubt they will turn it on with this service pack (wouldn't protect you from things like msblast if they did).

P.S. of you want to mess with the incoming packett filters for the ICF, when you are @ the screen where you turn it on, click the settings button.
