Kaplan admitted that Microsoft's record on security has "not been good enough", but he claims the company is improving.

Then:
Kaplan also said that Microsoft will, except in extreme cases, only release patches once a month: "You should install patches on your schedule rather than our schedule," he said.

Those to me seem like completely contradictory statements. If you find a security flaw once a week, then to become more secure you should release a fix once a week. Otherwise how can your security ever become "good enough"?

Maybe he's thinking along the lines of Steve Ballmer, thinking people will keep quiet about a security flaw until a fix is released. If he does think that then he is a fool.
