Copying Smart Card Chips is how you rip off other decentralized Emoney!
Like SRP M-Power, DisneyCard, Beverage Card, some calling cards, and Copy Cards. Encryption is irrelevant, you don't need to modify anything unless there are serial numbers to deal with. In some places in SouthEast Asia, even hard currency is stored in smart cards that do not have central database backing for verification. Put $200 on the card, then image out a backup copy, spend the $200, then image the backup copy back in, and wala, you get your $200 back!!! Just like the 'money never go down' Game Genie codes of the old NES and SNES days.
