Perhaps you are right and they weren't able to sell the laptops because of the publicity, or whatever. But that means they would had to have figured out that they were the ones that were in possession of this important laptop.
How would they figure this out? Either a) they accessed the files and realized what they had, or b) there might have been some other identifying information (like a sticker) on the computer itself identifying it as belonging to the V.A.
So if B is true, do you really think they could have resisted the temptation to sneak a peek at what was inside the pandora's box? Obviously they didn't resist the temptation to steal the laptop in the first place, so why not?
So while you may think the chances are "excellent" that they did not access the information, I feel that the chances are equally excellent that they did.
On a side note, I would like to point out that it is impossible to prove a negative.
