RBAC and MAC?
ok,
1) RBAC (Role-Based Access Control) has been at the core of the windows user managment and security since NT 3.54 in the early ninties. in fact their implementation is more robust and managmable than your average solaris system.

2) MAC (Mandatory Access Control) cannot be implemented in combination with RBAC. they are opposing paradygms for user rights managment. MAC is not acceptable from a managment perspective anywhere but in extremely secure setups like Maleware research labs or government NSA class A networks. in fact according to the NSA all systems of the type have to bbe custom built and no vender provides a commercially available OS of this type tyhat gets higher than a "C2" rating. Class A and B OSs cannot be connected to a network or they automatically become class C or lower.

according to the new CC (Common Criteria) standards an E4 rating was given to Windows XP SP 2. the only other comercially available OSs that meet that rating (or beat it) are Sun Solaris 8 and NSA Selinux distro.

you might want to consult a Security + study guide. it looks like it's been some time since your last certification review.
