I'm not sure what you're trying to say. Linux is at fault for the user choosing a weak password? It's at fault for your admin opening a hole in the firewall?

Enforce a strong-password policy and check users' passwords by running a cracking tool against the password file and any user with too weak a password has to change it. And as for the firewall, make the exception as narrow as possible -- to specific IP addresses or ranges of addresses. The whole world doesn't need to be able to get in.
