...Even the most solid and trusted solution providers are being burned because Microsoft's products have become some of the most poorly written code...

This problem was caused and is now fixed by Norton's poorly written code.
If the problem was with Windows then MS would of had to fix it.
While ActiveX can be troublesome it is also a very powerful mechanism for writting Windows apps.

How do other platforms deal with poorly written code by third parties?
