The .net Framework might be better...
The .net Framework might be better for Anti-Virus vendors like Symantec, McAfee, F-Secure, etc. because vendors can make their programs secure and that it can make it very hard for attackers to execute a flaw in their security programs and take over all users' computers that use security programs to protect their computer(s). Of course, not that many web sites use ActiveX. Some sites, like www.GotDotNet.com, uses ASP.net which is part of .net Framework and doesn't use ActiveX/COM objects in their site(s).

This is just my thought.

Not to go off-topic but I use .net Framework to create web pages over in the web server and I create Windows Forms application using C# and .net Framework.
