You have to use ActiveX in this case
If you want to write a BHO (browser helper) for IE you have to use ActiveX.

As for ActiveX itself, it was a great technology at first for writing internal client/server applications in VB or VC++ because you could use it to encapsulate a lot of common functionality. Unfortunately, it got built into IE with little consideration to security implications.
