No. A user only needs read permissions to open a
document, however requires executable permission to run
binaries. Whether the user has permission to set the
executable bit or not is up to the administrator. In fact the
entire user's file-system can be mounted as NOEXEC so no-
one can mark as executable a file residing on such a file-
system.

Drop your MS baggage when talking security on non-MS
operating systems. The *nix style approach to security is
much better than the MS approach, the power to the
administrator is endless. The only question is whether you
know enough to be able to use it.
