Pretty dated information there.
Although it is mostly accurate for the 2000 timeframe before Microsoft put in some additional security measures and before corporate net admins started paying more attention to the Windows related security issues. Today I don't think the bulk of the problems you mentioned are that serious in a professionally managed network.

What we are seeing today is concentrated mostly in the home market and in the remaining poorly managed businesses. This group of users will have to 'wake up and smell the coffee' and either properly secure their systems, one way or the other, or put up with the problems and expense of not doing so.
