I wouldn't hold the building industry up as an example
There is a huge amount of corruption and backdoor dealing when it comes to permits, taxes, and so forth. If you think Windows had a lot of structural flaws, you should have seen a house I bought new a few years ago. It was inspected by the government inspector and passed but it was basically structurally unsound. And, the way the laws were written by the real estate lawyers who inhabit the state legistlature, there was nothing I could do about it legally, sort of a EULA for builders.

You know, Microsoft might be in favor of your idea. It could allow them to shut down open source once and for all because it's "unsafe and unregulated".
