The govt closely regulates the design and construction of buildings and you don't see buildings falling down left and right or having to be "patched" because of a design flaw. In addition, the builders and architect still maintain a high level of design and building options, despite all the regulations.
Just about everything made in this country has some kind of reglation governing its creation, except for software.
