Sue a buyer, make headlines
Someone needs to file a lawsuit, then subpoenas to unmask the credit records of the spammed sites, then find a lawsuit target, then sue them for actions that have resulted in hardship for millions of others. There is no excuse today for not knowing that buying from spammers is why this crap won't stop.

I'd say that wasted time and effort is plenty of harm and therefore plenty of cause to file a case. And the headlines would make people realize that they need to stop buying from these sites. The monetary demands of the lawsuit would not need to be large, just legal fees and a small token amount, as the money wouldn't be the point.
