By far, and studies by reputable firms have shown, government employees are by far the lowest paid on the tech scale of any industry. When you want skilled workers in your IT departments who are willing to read the trades, check on bugtraq lists, review secunia, etc. you don't pay them $40,000 a year when they can go out and get a comparable job in private industry at twice the salary.

Penny wise, pound foolish. And I know - I work for a state government that JUST *granted* state workers a 3.5% wage increase after 3 YEARS of no salary adjustments, not even for COLA.

Cheapskates, and they wonder why their employees don't freaking care.
